Why the path comes first

It costs the least of the building work, everyone can use it straight away, and it opens up the whole waterfront for the stages that follow. Stages 1 to 3 together come to $27.3m – that is what the plan proposes putting into the Long Term Plan.

What waits for later

Custom House, the bigger swimming area, Shed 1 and the Yacht Club path all sit in Stage 4. Each needs more work with others, or a change in ownership or use, before it could go ahead. They are recorded so they are not lost.
