Nelson City Council has a draft plan for the Haven waterfront – the Council-owned land and buildings along the water, from Collins Street to Victoria Road. It is called a masterplan.
A masterplan sets the big direction. It does not design buildings, and it does not spend money. This plan proposes improved access and connectivity, building re-use and access to the sea. Before the Council decides on the Masterplan, we want your guidance on the options. These are outlined on this website.
A place to swim and gather, where heritage buildings that have stood empty are open and busy again, and where getting to the water is easy for all ages and abilities — this is Nelson City Council's Haven Waterfront Masterplan.

Our vision is a Haven Waterfront alive with people, now and for generations to come.
A wide shared path, slow and family-paced. It runs behind the buildings and carparks, not along the road edge. You could walk, scoot or ride safely along the waterfront.
New steps down into the sea. A renewed ramp for launching kayaks, waka and other small craft. A wider boardwalk. And the old wharf decommissioned and improved as habitat for birds and sea life.
The Anchor Building could be made strong and open again. The NCC Electricity Building could be reused for toilets, changing rooms, a café or commercial space with storage below, and possibly office space above. These are possibilities, not decisions.
The carparks are reshaped with new surfaces, planting and bus stops, and pedestrian crossings of the highway are improved. Parking increases overall.
