Public Meeting - Locking Street

Thank you to everyone who braved the rain to come and have a chat with us on 24 February.

We received some great feedback and insights into what the residents of Locking Street, Locking Terrace, Kawai Street (and the surrounds) are experiencing on a daily basis. This information is essential to help us understand the challenges that are faced, and what we could possibly do to make the street safer.

The following feedback was given to us at the meeting:

Speeding:

  • There is support for lower speed limits
  • There is support for extending the 30kph zone along Kawai Street to Hampden Terrace
  • There is support to remove the 40kph speed limit from the section of road connecting Kawai Street and Locking Street
  • Speeding is occurring at the upper sections of Locking Street and Kawai Street, not just the lower sections of Locking Street
  • There were requests for a speed repeater sign or a driver feedback sign
  • There are more speeding vehicles in the morning
  • The speeding vehicles causing damage to on-street parked vehicles come through in the dead of night (possibly drunk drivers avoiding check points)

Parking:

  • Some would like to trial ‘no stopping’ yellow lines down the Eastern length of Locking Street
  • Some residents really completely on on-street parking and the removal of this would be extremely disruptive
  • Bi-directional parking (existing format) that alternates from side to side creating a zig-zag could be trialled
  • Line marking to formalise the parking areas, protect driveways entrances and stop parking at danger points could be trialled
  • Some residents already find that there is not enough parking on-street. Some residences have 5+ vehicles and no off-street parking
  • The removal of the road narrowings would allow for more on-street parking

Signage and Markings:

  • There was a general consensus that the signage was ineffective, this will be simplified and improved
  • There was support for road markings repeating Shared Zone etiquette messaging

Existing traffic calming:

  • The narrowings are ineffective at slowing vehicle speeds
  • The narrowings create a pinch point for cyclists, pedestrians and drivers
  • The narrowings could become pedestrian refuges if they were filled in to provide a safe/flat surface

Views on proposals:

  • There was opposition to full-width speed bumps
  • There was opposition to raised tables – especially difficult for cyclists riding uphill
  • There was support for the trial of speed cushions that allow cyclists to bypass
  • There was support for speed cushions to be located within the narrowings to avoid the removal of car parks
  • There was a large divide when it came to making Locking Street a cul-de-sac

Based on this feedback we will be trialling:

  • New signage
  • New road markings
  • Removal of the 40kph signs
  • Speed cushions (locations on the map below)
  • Filling in the gardens near the narrowings to create a safe area for pedestrians to stand and wait for passing traffic
  • Formalised parking areas (road marked)

How we will monitor and assess the trial changes:

  • Ongoing traffic volume and speed monitoring on Locking Street and Kawai Street
  • Pedestrian, cyclist and vehicle monitoring as part of the Hampden Street Trial Closure. The trial closure will be reviewed in October 2021.
    We will access the success of these trial measures on Locking Street as part of this review.
