We have already decided that Civic House and the Elma Turner Library need to be replaced or rebuilt. The new building will hold the library, a community hub, council offices and the Council Chamber. The Long Term Plan 2024–2034 has set aside $68.4 million for it.*

The consultation will help Council choose the location. The three sites cost different amounts and would be designed in different ways, so the location you prefer also tells us how much you think we should spend. We want to hear your views on some choices now, and others will come back to you for input later.

We want your views now on
  • Which of the three locations you like best. Each location has its own budget. So your choice also tells us how much you think we should spend.
  • What matters most to you. That might be easy access, parking, being close to other services, the look of the city, or something else.
We will ask you later about
  • What goes inside the building. This means the mix of spaces, how they work together, and how the building feels.
  • How the spaces are run. This means opening hours, programmes, and working with other groups.
  • The detailed design and the way the chosen building looks.

Right now, this consultation is about where. Once that is decided, we will come back to you about what the spaces look like.
