All costs are in December 2025 dollars, estimated by Rider Levett Bucknall (RLB). The Long Term Plan 2024–2034 already includes $68.4M for the Civic Hub. That is a peak of about $207 (incl. GST) a year for an average residential land value, collected as the project is built. After this consultation, the chosen option's budget will go into the Long Term Plan 2027–2037. Final costs will depend on the design, the building work, and the final price. *No capital renewals have been incorporated into these figures.
